The person

## Kahlil Simeon-Rose, Ph.D.

His work connects research on gambling decisions with regulation and operator practice. Washington State University’s [April 2026 profile](<https://news.wsu.edu/news/2026/04/13/kahlil-simeon-rose-brings-global-perspective-to-responsible-gambling-research/>) describes his appointment, research focus and advisory work.

Earlier papers cited on this site use the name Kahlil Philander or Kahlil S. Philander. The public [project authorship statement](<https://github.com/kphilander/Playbook>) identifies Kahlil Simeon-Rose as the creator and explains the earlier publication name. The [author’s publication index](<https://kahlil.co/research/>) lists work under both names. Individual paper citations retain their published names.

Playbook RG is published by Kahlil Simeon-Rose’s gambling economics, policy, and regulation practice at [gamblingpolicy.com](<https://gamblingpolicy.com>): the same practice that produces economic-impact studies, policy research, independent responsible-gambling program reviews, and expert-witness work for governments, regulators, legal teams, and operators.

The separate Playbook products support staff training, content review, and program assessment. You can use the Brand resources independently.

Why it’s open

Clear explanations, available for everyone to reuse.

Use, adapt, and publish the Brand guides, messages, and source templates for free, without requesting permission or providing attribution.

The Brand resources use CC0. Academy’s two public programs have separate reuse terms. Tools offers free Quick Draft with an account, subject to limited-release access. Review’s examples are public; workspace access and external review are separate. Each product page explains its current access conditions.

Collaboration

## Ways to contribute.

Playbook RG is designed to be extended. The source, documentation, and collaboration channels are open to work in the areas below.

1. ### Jurisdiction modules

   Adapt the Brand system to a regulator’s specific rules and disclosures, then contribute the module back for others to reuse.
2. ### Translations

   Help translate the game guides and messages so players can read clear explanations in their own language.
3. ### Evaluation partnerships

   Test the framework in the field through measurement studies, academic collaborations, and shared findings.
4. ### Pilots

   Run a defined player-education pilot and share the findings, including what needs to change in the resources or implementation.
